11. Nothing in this Ordinance shall be so construed as to prevent any Chinese person from posting correspondence at any Post Office in the ordinary manner, nor to give the Chinese Postmaster any claim or right in relation to Chinese correspondence so posted, or in relation to Chinese correspondence sent or received by any vessel and bona fide referring to cargo on board such vessel (such correspondence being commonly known as consignees' letters) or in relation to any Chinese correspondence brought to the Colony either in mails or otherwise and delivered to the Postmaster General.

12. The Chinese Postmaster shall, with the approval of the Governor in Council, fix a tariff of postage for the transmission of Chinese correspondence, and shall keep such tariff permanently notified and exhibited in the Chinese language, in such manner and at such places as the Postmaster General shall direct. Such charges for postage shall in no case be higher than the charges for postage determined by the Governor in Council under the principal Ordinance.

13. This Ordinance shall come into force on a day to be proclaimed by the Governor.
